Before running rc.local, it runs the rc scripts associated with the
runlevel in question. These are in the init.d directory /etc/rc.d in
System V-style systems such as Red Hat, symlinked in /etc/rc.d/rcN.d (e.g.
/etc/rc.d/rc5.d contains symlinks to the appropriate scripts in
/etc/rc.d/init.d to execute when entering runlevel 5) or in individual
scripts in /etc/rc.d in BSD-style init systems such as in Slackware.
These run the various daemons and housekeeping that needs to be done at
startup.
This happens between rc.sysinit and rc.local.
