Once you're already helping people by contributing your time and
resources you already cease to being just a recipient of help but you
already become a volunteer :) That already puts someone closer to
qualify for PLUG membership as indeed other members would recognize a
volunteer's effort. Someone's efforts might be evident in the mailing
lists, while others just spread from word of mouth (happens a lot too). 

You don't even need to be a member to help. No one stops anyone from
presenting himself to help in PLUG activities (happens a lot especially
during technical seminars - people would offer to help us), or even not
just in PLUG activities but also activities of your own LUGs or social
groups, universities, organizations, etc.
