Uhm, no, not quite. You'd have "been there, done that" if you'd charged a tad less than 5M. The gap between 5M and 200K is just too big for the "diligent". For those who aren't familiar with the vernacular and its puns, the "diligent" are those who look for "delihensiya", IOW income outside of the proper means. So what if your proposal doesn't account for the cost of software licenses, which is zero? You still have to set things up, maybe develop some scripts or full-blown programs, train users -- that's what the LGU is getting for 5M, even if your time and effort might not be worth that much. Or, maybe you can charge 2.5M since our advocacy includes lowering IT costs for the government -- then you can promise the "diligent" the same arrangement as with the 5M project.
Just to make things clear: 1) There's a risk that another LGU which doesn't have "diligent" officials may get publicity for a similar project that cost a fraction of the "commisssioned" project. Vigilant constituents of the latter may then raise a howl and ask why their LGU spent so much. As project proponent, you may have to face an "inquiry in aid of legislation". When I proposed a project which would computerize most of the operations in the Municipal Office at the cost of 200,000 Php (compared to the 5M others had been offering), it would still have to go through the sangguniang bayan where my uncle's partida wasn't really dominating.
