well, you dont have to have deep pockets when dealing with the government.
the corruption cost (the lagay) will come from what will be charged for
the software and the services. So instead na sila ang makalamang, sila
nalamangan, sila nagisa sa sariling mantika, But in the end the real
losers are the the common tao that pays the taxes, its the peoples'
money!.
