The advocacy committee (headed by VP-External Dong Calmada) had convened after the proceedings of the 2nd Free tech seminar, and I reckon they would also have articles to publish (at least at the CMS site's "news", "articles" and "campaigns" modules). I'd have these collective efforts coordinated with the said committee.
About the history - I'd have it placed at the 'About PLUG' module of the current site. It would be really good if someone from those times would give a good writeup about it (as I was only into PLUG only in late 2002, and I honestly can't say what transpired in the organization during and before that time).
