The PDF may have been created using Acrobat. I also encountered one like this. It's password-protected. They're primary function, usually for a free sample of a book, is for readers to appreciate the contents, when you like it, buy it. It's meant to discourage printing online book samples.
Save yourself the frustration. Unless you want to scour through the file to decrypt it, which may be a waste of time anyway. Hope that helps.
