Yes, it's default icewm behavior. It's in my Debian Sarge[1] system, version 1.2.20. [1] I shifted from Ubuntu to Debian Sarge (kernel 2.6.8-2) the other day. Though I miss the bells and whistles of Ubuntu, I'm now enjoying the speed of the latter. Anyway, I won't miss Ubuntu completely since our server runs on it. And, oh, our field offices are also using Kubuntu! The best of both worlds.
