Thanks for the reply.

We are already using DHCP but not EAP-TTLS.  EAP-TTLS is just for
security right? 

I was thinking maybe there is a way to disable authentication caching.
The behavior of the client seem to indicate that the client did not find
any active network devices thus it used its cache.
