JPG is definitely *not* the best way.  What happens when you have a
document with hundreds of pages?  Would you relish viewing a jpeg image
that is a million pixels deep?  Your best bet would be to use PDF
instead.  It's actually designed for documents, which jpeg is most
assuredly not.

The best available open source MS Office document viewers/converters
available today have a tendency to mangle these things badly.  The text
will probably be readable, sure, but if your concern is accuracy of
formatting and all that, then you're basically screwed, and you have
only your undue reliance on Microsoft document formats to blame for
that.  Your best bet, if you cannot for whatever reason get away from
these proprietary document formats would be to convert these MS Office
documents to PDF using the (proprietary) Acrobat distiller or some
similar program, and upload these PDF's instead of the direct Office files.

Best advice would be to kick the Microsoft jones for good and use
OpenOffice or something similar. You won't need a proprietary program to
do PDF conversion either.
