I dunno about the jpeg format, but if you're users
have the adobe acrobat reader, you can use OpenOffice
macros to automate the conversion of MS Office files
to a PDF format.  Get the latest 2.0 beta, as the
1.1.x versions mangle the formatting of Word and
Powerpoint files.

An alternative would be to get them free viewers from
Microsoft (Word viewer, Excel viewer, and PPT viewer)
and use a PDF printer driver to convert them to PDFs. 
I don't know how to go about automating them though.
