Perhaps if the tools were made as available -- like the tools you will
need to build your mod -- as the games themselves (in the case of
NeverWinter Nights, you get the mod tools when you buy the boxed set)
then you allow for communities to happen. And THAT's what Bioware and
Atari are leveraging to get better content out for the games they've
already released -- and will be releasing. :)

Sounds like there might be something there.
