1) The meeting was called to order at 9PM.
2) Agenda
a) State and Plans of PLUG
Marvin Pascual opened the meeting by discussing the current state of
PLUG, particularly with his recent trip to Cambodia to represent PLUG
in the UNDP-APDIP IOSN seminar. Currently, PLUG has a good rapport
with the UNDP-APDIP as the organization is one of the largest and
long-lasting technical-oriented organizations in the Asia Pacific
region.
Plans for the future of PLUG as an umbrella organization of all LUGs
in the Philippines has also been brought up.
b) Conference for 2006
Marvin mentioned of the plans for PLUG, together with sympathetic
organizations, to conduct a conference tentatively scheduled on August
2006 which shall be technical in nature (ala LinuxConf). Expected
delegates would be members of the academe, administrators and
developers, students, etc. from all-over the Philippines as well as
within the Asia-Pacific region.
Currently, De LaSalle-College of St. Benilde already offered to host
the said event; a similar offer has also been made by Asia Pacific
College. A previous verbal discussion from Anson Uy of Touch Solutions
also affirmed that given the non-comercial nature of this conference,
they have already agreed to stay within their booths during the
conference.
c) IOSN Projects
Marvin also informed the attendees that UNDP-APDIP is open to
sponsoring and funding software projects, preferrably Free Software
licensed under the GPL, that are to be targetted to governments and
grassroot communities. As liaison to the UNDP-APDIP, PLUG shall form a
committee consisting of the members of the first board of directors
which shall evaluate project proposals prior to their submission to
the UNDP-APDIP.
d) Membership
Clarifications about the mechanisms for membership have been discussed.
e) Software Patents
Manny Amador cautioned the attendees that a possible loophole in the
Philippine patent registration system can be used to allow software
patents, as the patent office already allows patenting of hardware
with embedded software - and explicitly patenting the software
embededded therein. PLUG announced their support to give a greater
call against software patents.
f) General Assembly and Elections
Paolo Falcone reminded the attendees that there would be a General
Assembly on the 8th of October 2005 at Asia Pacific College. Prior to
such, nominations shall be opened via the mailing list and the
website, with the GA to serve as the culminating activity of the
election of the new board of directors for Fiscal Year 2005-2006.
3) The meeting was adjourned at 10PM.
