ALTQ supports delay, check the cbq and hfsc scheduler from the pf.conf manpages.
I think the fastest way to deploy this is to use Anino firewall.

Afaik, ALTQ does not support delay, correct me if I am wrong.
Dummynet on the other hand supports "delay" and "packet lose rate"
parameters, which then simulates high latency.
The fastest way to deploy a router / bridge device with dummynet IMO
is by using m0n0wall.
