With Dokuwiki, you could choose to add a database backend but you
don't have to if you don't want to.  It has some pretty detailed
documentation on the use of the ACL (Access Control List) and if I
remember correctly. there is also documentation on how to enforce a
stricter control on access and creation of pages and so on.  There is
also documentation on how to make the admin the sole person to add
users to the wiki and how much control they have.
