ebtables works on layer 2 and has all the capabilities of iptables, I use it if I want a bridge (transparent) firewalls
i think this has to be done using a proxy server like squid or a
sophisticated application (like checkpoint, i guess?) that works on
all OSI layers.
the default traffic control utilities in linux (ie tc via htb.init or
cbq.init) works only on the network layer (am i right?) like iptables.
