This will not be useful since you asked for a local bank, but will
hopefully be an insightful comment to some F/OSS guys/gals out there.
Note that i put windows software also which is F/OSS compliant.

Used to work for one of the top 3 major unnamed Canadian Bank in the
Toronto area. Would say, 10% is F/OSS software inventory and actively
being used. Reported to the executive level as being used... how about
0%?

But they play some large roles. I use to manage a project to extract
performance and utilization data from almost 500 dev/UAT/prod on
different *nix servers. A gazilion of ssh.com/openssh/f-secure
whatever is installed. scp/sftp does not operate well on different
ssh, so what binds them together so we can get the files guaranteed
and is not corrupted in anyway? rsync. It runs everyday till now, and
not once did they consulted me for any problems with rsync.

I subtly place my job on the line by proposing a F/OSS software called
rsync early in the project. But it was a calculated risk and having
good experience with rsync, i'm confident that it will work. To think
that not *one* linux server was involve in the project. :)

What else, wget. bring Cygwin in the picture. so in essence, bash,
sed, awk etc. will naturally be there and be used once in a while.

putty (open source certified software) for windows is pretty popular.

have seen a mysql and a handful of apache installation. These two are
not in production though.

perl is huge for a simple natural reason. Veritas Cluster with oracle
RAC is using it internally. :)
Kidding aside, perl is used from QA to monitoring to extracting data
from a database.

Might be PHP. Installed it and they said they are going to use it, but
did not know if it pushed through.

There may be more, But that's all i can think of right now.
