It can be enforced, though sometimes things would just have to wait as we do have daytime jobs here... For now we resort to reminders, as these are the punishments that can be met can also be quite severe: 1) Forced unsubscription for individual offenders 2) Monetary billing for those posting job ads or other identified commercial usage of the mailing list 3) Ban on habitual offenders, "trolls", etc. These consequences are those that we really don't like happening to anyone anytime. That would definitely alienate further people from the mailing list.
