I meant, it's too late to train people, deploy in the field, bring
PC's/laptops to Leyte, integrate with the existing efforts... We need
to plan these ahead, and I'm interested.
No, not at all. In situations like this, you have to deal with the aftermath, and that can take a long time. There are several things to track (survivors, donations) and several efforts to coordinate.
Ultimately, it's a matter of will. You either do it or you don't. And if you don't, then you won't even bother preparing for the next time because "it can't happen here (again), can it?"
