Note that the normal character set used for the ja_JP locale is usually
EUC-JP, which is the standard Japanese character set for Unix and
Unix-like OSes (NOT UNICODE!).  If the file came from a Japanese MS
Windows installation, the text is most likely in Shift-JIS or maybe in
Unicode if it originated from an English Windows.  You may need to
recode the file: do 'info recode' to learn how to use the GNU Recode
command to convert your files.
