Meade the telescope company used to make these things, they had a 16" steerable f1.2 mirror with servos on it to counteract the moving of the building in the wind.
although for "across the street" kind of applications, i would go for your garden-variety WiFi ( 802.11b/g) and use a directional antenna so that you don't spray signal all over the place.

yup :-> that is one of the beauty of free space optics (FSO) :->
FSO is an optical technology and no spectrum licensing is required because
there are no interference with the other radio frequency spectrums... and it
is worth noting that it cannot be detected with spectrum analyzers or RF
meters.... it is a line of sight technology and it is very difficult to
intercept...
