We are currently evaluating CMS Made Simple (http://www.cmsmadesimple.org) for our corporate CMS need and I would say it is really simple to use, both for web developers and non-coders.
You can check also InfoGlue (http://www.infoglue.org) and OpenCMS (http://www.opencms.org) and see if they fit your needs. On 3/1/06, June G.
