Some web servers are set to disallow requests from download clients like wget, hence the need to fool it using the user-agent parameter.  Could be that.

I beg to disagree that the "403 Forbidden" error has something to do
with the HTTP_PROXY and FTP_PROXY environment variables. Because the
server he tried to connect to, got the request,
understood it, *but* it refused to fulfill it, thus the 403 error
code. ( for reasons we cannot tell, since there is no elaborate
explanation by the webmaster on why it was denied )
