- esd or artsd must locked you /dev/dsp that's why Skype can't use it.
- artsdsp or esddsp won't work because it's only for output.
- If you're using ALSA drivers, make sure you also load OSS
compatibility modules.

Anyway, since you mentioned you're using artsd, you might want to
execute this command just before starting Skype or before initiating a
VoIP call so that arts will free-up you /dev/dsp:
    artsshell suspend

For esd... man esdctl na lang. Nakalimutan ko na e. :D
