Would this balance VPN traffic as well?  Like this:

                       ________
        +--- DSL1 --- (        )
        |            (          )
lan1 ---|           (  Internet  ) --- DSL3 --- lan2
        |            (          )
        +--- DSL2 --- (________)

where all traffic between lan1 and lan2 is via VPN.
