Yeah, PHP is one of the many examples of packaged software that's quite modularized from the ground up; Debian/Ubuntu also does not fetch php-mysql by default, since many PHP installations don't really require MySQL bindings, or when they want to use other databases like PostgreSQL. -- Zak B.
