Just to clear things up. You can use sudo[0] and sudoers[1]:

1. Create a user, say shutter:

 # useradd shutter && passwd shutter

2. Create an entry for shutter in the sudoers file:

 # visudo

   shutter  localhost=/sbin/shutdown -h now

3. Test, as shutter:

 $ sudo /sbin/shutdown -h now

4. Let it simmer. Add salt to taste. :)

[0] man sudo
[1] man sudoers
