Hope NOT.

Unfortunately, you still need to apt-get the kernel source,
kdebase-dev and x-window-system-dev. Because we're only providing a
single ISO, the rest of the packages that won't fit will be placed in
a repository. But we did manage to include build-essential,
kernel-package, debhelper etal. in the CD. All you need to do if you
need those would be to "apt-cdrom add" the CD and use Synaptic or
aptitude to install those files.
