If you are using Gnome, click System -> Administration -> Login Window. In the remote tab theres something about remote login.
You should be able to have a login screen at clients by now. Good luck.

You didn't give me enough info to think about your problem, so i'm giving you a more
general answer.

1. Check if dhcpd is running and that you have the correct configuration. A prototype
    of a correct configuration can be found at /etc/dhcp3/dhcpd.conf.sample i think. So
    you have to rename it as .conf

2. Moving on, check if you have tftpd running. On my ubuntu system, i had to install
    xinetd and and run tftp from xinetd

3. check /etc/exports. If you have used ltspadmin properly, you won't have to worry
    about exports file

Try to wget the LTSP 4.2 directory manually. [1]. Download LTSP utils [2] then from there  select a local LTSP source
remember to  put a URI format like  file:///path/to/ltsp/directory
