I also have problems upgrading from breezy to dapper via apt-get dist-upgrade. A fresh install is surely the best approach. If your still want to dist-upgrade breezy I suggest do it in the server mode (text-based w/out GUI) then after that, do a sudo apt-get ubuntu-desktop. This way moving the old versions of gnome in breezy to the latest gnome in dapper won't give you any problems.

Just my 2 cents based on experience.

That's what we in my office did - fresh install, after experiencing problems of 'dist-upgrading' from Breezy to Dapper.
