User type the ftp://ipaddress, the will be prompted by username and password.
If the use the ftP//[EMAIL PROTECTED] the next time they login no password will be prompted.

How do your users login through the web? You can try putting this in the address bar of your browser: ftp://<username>@yourftpserver.com
You will be then prompted for a username and password.
