If you use maildir styles mailboxes, this parameter only limits the size of the individual mail files and not the size of the whole mailbox. Better use quota for mailbox quotas.

you need not change the mail spool directory, leave as it is, im using maildir too, mailbox size limit is working. since i have a large drive i'm being generous, my limit is 512mb
home_mailbox = Maildir/
message_size_limit = 1000000
mailbox_size_limit = 2000000
Message size limit is doing good, but with mailbox size limit, unsuccessful.
