which is exactly Dean's point. it's stupid to make it a requirement to use *ONLY* GPL because GPL is not the only free software license around. and there are very useful software that are not under GPL, case in point Apache, OpenOffice and Firefox. don't tell me you don't want the government to use these open source software just because they're not licensed under the GPL. :P

The Apache HTTP Server is free software, as defined by FSF.

The GPL is just one free software licence.  The Apache licence, and the
licence of FreeBSD and that of OpenBSD are other free software licences.
