Its a DNS server problem esp for pasig based users and even some makati area, i had to put a port forwarding for DNS from our vitro co-located server to allow our EDSA and MakatiAve offices to resolve DNS better.

To check for blocking just whois the domain then ping or telnet using its IP (not domain name). If you cant access it then its blocked.
