we have the same need before and developed our own
instead after evaluating many options. unfortunately,
it is for "internal use" only.

if you dont have the luxury of in-house development,
you might want to try AIDA32 (freeware, discontinued),
glue everything with a script and present the data thru
a web app.

i have looked at ocsinventory but it doesnt have feature #2.
