I think it allows you only to reply if the mail was first sent thru using the phone. Its one of the oldest services the telcos have but it didnt get much promotion including that extra long SMS service they have, what was it called, XMS?

Its suppose to be 5 Mb, but im not sure anymore today since it was my first company that made this service for smart so i know some details.
Anyway if you really must implement an SMS to email, just use kannel or chix then just pipe it into sendmail. You can checkout also PlaySMS at sourceforge for use with international gateways like clickatel.
Oh wait.. we do provide SMS to email via shortcode too at http://txtdomain.com, im using a PHP fork of kannel and sendmail also >_<
