I won't dispute this, although I've my own reservations.  Given the
fact that the country does have potential access to much higher
financial resources, it would seem that the proposal's stand on saving
money might be weak ground...

the main problem and the cancer of our society is the graft and
corruption in the government.... our politicians have a "show me the money"
mentality.... even if this bill succeed... politicians will find ways to
circumvent this bill just to aim their main goal - money, money, money...

Heh, I was trying to be blunt, but that's exactly my sentiment.
There's no guarantee in that proposed bill whatsoever about greedy
DOMs not singing the `show me the booty' chorus...  But, then again,
so does any legislation made by Congress/Senate recently...

if that will going to happen... then let us make a bill to fund research and
development technical people to move forward...

That would be a much better take on this.  Rather than removing
choice, such a bill would only encourage more choice.  And for me,
that's all what I care about.

Take away choice, you take away FOSS.  There is no loophole on that.
