Mandating to use FOSS still sounds ironic for me since it was meant to stand for freedom of choice which _was_ previously curtailed by a monopolistic proprietary software industry.
Anyway it didn't really understand much of the other stuff but if the Bill wants to promote FOSS then surely educating the govt IT sector is one way without taking away their freedom. If they are capable of being educated (ala teaching old dogs new tricks), then logically they would switch to FOSS upon learning the great benefits it offers. However if those benefits doesn't outweighs risk, cost, and other factors then let them stay on proprietary system. Eventually they will end up to be the only dog that hasn't learned the trick then we can just kill that useless dog. right? arf :)
Finally if the Bill seeks to lessen the spending of the govt on proprietary systems then let it be mandatory that a FOSS solution be always available during the project bidding (i hope they still hold bids). If that FOSS solution exhibits the same features as the proprietary counter part and at a lower cost then logically it should be chosen as the solution, oherwise its logical our FOSS counter part isnt that good enough yet.

well as of now even the purchase of IT equipments like servers by a government agency requires the reseller to inquire first with CICT and get their nod regarding what brand to use or if they will allow generic one's.
