Since the bill will be shredded to bits during deliberation and public hearings, its only natural that the proposal would be drafted as nothing sort of extreme to most people, so that we will have an very acceptable compromise in the end (for all stakeholders that is).
so there's the likelihood that the bill on final approval may transform to focus on open file formats/standards and access to source code for government-related projects or something similar.
