I agree with this. However, the policy was made by the managers who
knew what the conditions were. I just think Congress out to not meddle
with these lower level agency specific decisions and start declaring
blanket policies "because they want to".

I've also had first hand experience with introducing Linux/OO.o
before, and I can relate to your experiences as well.
