yes

by default you have to create dhcp.conf its not like your installing apache 
from rpm that it creates a default config file..

you may want to look at /usr/share/[package_file] .. i think there's a sample 
config there.. or might as well query the installed package and list all the 
contents...

rpm -q dhcp-3.0.1-12_EL -l | grep conf
