software.  :)


Indeed, which is a bad thing IMO. There are proprietary
source-available software around under non-FOSS licenses, which I
don't want excluded from the selection pool just because they're
non-FOSS.

Pero hindi naman ata ibig sabihin nito ay isang FOSS na inferior na lang ang
mapipili ng gobyerno.   Hindi ba't may mga standards at specifications na
irerequire ang isang ahensiya bago ito magpa-bid ng isang project?  Natural
lang na dahil sa proseso ng bidding (assuming na walang irregularidad) ay
makakapili ang gobyerno ng isang matinong FOSS na makakasagot sa kanyang
pangangailangan.


That's what I want to happen: to set standards and specifications on a
per-project basis, and a guideline in which these standards will be
defined.

Self-induced meaning kapag ginusto mong mangyari syo eh mangyayari?   At
least may choice ka pa rin na hindi ito "ma-induced" sa vendor lockin.. di
ba?


Yes, which is precisely why I don't believe saying "using only FOSS in
government" will alleviate the vendor lock-in problem.
