It was never kept in secret. As a matter of fact, we posted three drafts
on this forum already and even before that, we consulted at least three
organizations before even writing it. Before it was posted here, it had
been in circulation. Why would we keep it secret?! We even included
suggestions from this same group of people in the final outcome.
