Although PDF is more open, and viewers/editors are available for it, I
think that public documents should be made available in plain text
format mandatorily. This makes these public documents accessible to
anyone who wants them and less prone to document format "fashion". PDF
is fine, for now.

In as much as plain ASCII text is preferred, documents require some formatting, which is quite difficult to achieve using plain ASCII text. ODF is still the way to go.
