Reading the article, methinks the right words are "assembled" and not "develop". Big difference.
Talking to a good friend of mine who have been using and deploying VIA ITX Mobos/cpu for routers and firewalls with a highly customized Linux, it's definitely a refurb mobo/cpu/memory if it's $100. If it's brand new, then he wants to know who is the supplier because he's already getting a very good deal for his current hardware. And if the reason is computers for the have-nots, a $99 refurb branded pc will give you roughly the same thing with additional free 10Gb harddrive and cdrom. And install Puppy Linux on it.
