I was at that hearing, and malakas talaga ang dating ng position paper ng
PSIA. I think 
what is important is to discredit their arguments. This is possible,
because they either 
misunderstand or misrepresent FOSS as a "technology", then tell the
lawmakers not to 
lock-in the country into just one "technology". Also it must be pointed out
that they 
are basically protecting their self-interest: they make money out of
proprietary 
software, so if they can't sell that software to the government, they stand
to lose some 
earnings (while the government of course stands to gain). 
 
Regarding software patents, I would suggest that we don't make a big issue
out of this 
at the hearings, since our current laws do not allow software patents
anyway. as the 
lawyer from the Intellectual Property Office pointed out. Fight this debate
later, when 
they try to change the law.
