Why would you call clarifying the meaning of FOSS as 'evangelizing' and being 
'overzealous'? 

We who want govt to use FOSS want it to insist on a bundle of rights (the 
rights to use, share and modify) about software, not to insist on a 
particular software technology. FOSS can be any particular software 
technology, as long as these technologies recognize the bundle of rights that 
FOSS represents. The govt does not abandon 'technological neutrality', as 
claimed by FOSS opponents, by adopting FOSS as its default. 

'FOSS-as-default' still retains for individual users in govt the option to use 
other software with a different bundle of rights, as long as they can justify 
why they want to surrender the bundle of rights that comes with FOSS. This is 
very reasonable, isn't it?

Just curious: do you happen to do business with the Phil. govt?
