This is called AFFIRMATIVE ACTION -- one has to do something to change the defacto default. If you don't, the defacto default stays: M$, since it is already on 99% of govt computers. When one office wants a document, they insist it should be a .doc file. When a new machine is bought, they insist it should contain M$ because they are used to that and are lazy to learn a new OS, etc. Choose: M$ as default, FOSS on a case-to-case basis, or FOSS as default, M$ on a case-to-case basis.
