I doubt you'll be able to use a PocketPC PDA as a modem because PDAs
don't have mobile phone radio transceiver built-in. I believe you mean
a Windows Mobile smartphone.

Anyway, if you search Google, there are many instructions on how to
use a Windows Mobile smartphone as a modem. Most of the instructions
are for other operating systems, but if you know how to setup a
dial-up account on Linux, it just the same instructions but you just
have to dial a certain number to use a GPRS/3G data account on your
phone.
