That is not the OP's problem. The issue is that there is a rogue DHCP
server on the net that conflicts with the "official" DHCP server,
thus, clients get addresses from the rogue server.

To the OP: check out NetSQUID <http://netsquid.tamu.edu/>. (Haven't
tried it yet, but worth looking at.)
