Seems like his PC has a private IP address and uses NAT. He should setup his router (in this case it seems to be the GlobeDSL modem itself) to forward incoming port 80 (HTTP) requests to his PC. It should be labeled as "port forwarding" or something similar.
These devices usually also have a "DMZ host" option, so he can also use that to forward ALL incoming connections to his PC, and then just use iptables to do firewalling on the Linux PC itself. I think this is a better option, since if he wants to open/close certain ports while he is away from home, he can just login via SSH and change the iptables rules. No need to reconfigure the DSL modem/router settings, which would probably require a modem restart, and will change his public IP address, so he needs to wait for his dynamic DNS service to update, etc... In my case though, the internet service bundled with my apartment has a reliable FTTH connection (good) BUT gives me a private IP (bad) which means I can't do the same setup. Lucky you, you have a good SNR margin, me i can only get max of 6.5 which is why I get disconnected very often. :) Change the admin password or disable WAN remote management.
